precipitation issues (pending)

1. rain falls and splashes but the splashes are only seen when facing up/down the Y axis..IMAGE
2. Snow falls and splashes but the splashes are 1/4 of the image sheet showing 4 of 16 sections..IMAGE

Just to add one more thing, it would be nice if we could make a choice whether the precipitation should be rendered as a RIT_Foliage, as it is now, or via ParticleRenderInst, that would add the ever so cool soft particle shader awesomeness to precipitation.

I'm using precipitation to create sand and snowstorms, but they would look so much better, if they'd be rendered as soft particles.

Precipication issues as brought up in this thread already logged as THREED-464.

Should we have time for further work on precipication it will be logged within that thread.
