Decal Objects & DTS/DSQ formats: Anyone using them[still]?

I'm curious if anyone still uses the Decal Object for the DTS format? I know that Tribes II used them to render damage accumulation; wondering if there are Developers out there utilizing these Objects? and could perhaps spare a few moments to help explain them to me?
