What rendering method (example HDR) is used to achieve this semi-cartoonish look?

Just looks like dynamic lighting with self-shadowing and some bloom (or fake bloom) for some of the light posts. The textures most likely give it the look you're talking about.

Same kinds of lighting. I think you might be confusing the art style of the models and textures with the lighting mechanisms of the games. Art style is a function of people making the art look a certain way, and the lighting just provides light and shading (shadow).
