External program for level design?

Hey all..
I was just reading through the information on the Torque engine and read that Worldcraft is used for level design.. and that terrains are created in the Torque editor. What I'm wondering is.. do you *have* to use those tools to create levels/terrains? Is it possible to create those things in an external editor, like Lightwave for example, and then import them?

It possible to use something like Terragen or Bryce to make your terrain. After you have it designed, you export it to a 256x256 black and white height map and then load it up in torque.

i know that halflife maps (and probably unreal games and quake) consisct of only these objects. the grounds in halflife consist of only a "pannel" with a sand texture on it. im not at all a mapper or something like that but i dont see why it cant be done this way.
this also raises a question from me: can you build a whole city this way such as in lets say the day of defeat mod? with a whole lot of buildings and straight roads etc? no bumps and wholes like the bsp(?)in torque?
