    Looks good!

I'm hardly an animation specialist but (and depending on what speed it would move in-game) the arms could do with a little bit more movement ( I don't think the arms/hands move back enough when they swing). I'm not talking about a lot of extra movement, just 5 or 10 degrees. Obviously faster movement speed in-game would mean more swing of the arms, but if it's just walking pace then it's probably about right.

    See the little goblin,
    See his little feet,
    See the little goblin,
    Isn't the goblin sweet!

    Sorry couldn't resist....

Looks like he is floating over the ground moving his legs, you need to define mass with each step
    here is some helpfull links

also you must add some mood to your animation, is that goblin evil? good? or may be he is happy with something in his mind or thinking about making something bad ....

Sure... only a small movements , but those "small" moves will make animatin looks more interesting :)
its good idea to make "base" movement, thats what you have. neutral and looks a bit undefined, after that you can add more personalisation of this "base" to any character you will create in future, that saves a lot of time.

I would suggest studying a few mocap animations and pulling what you like, from them. ..or videotape a walk sequence and review it with the forethought of gaining data as a scientific review. +I would base my crit on this video depending upon what software you used to create this animation. What software package did you use ? ...no matter what, this is a good base.

Here are some "small moves" I would consider adding in:(yes, vertical movement would be great!)
    - torso twisting with a hip waggle/totter at every step as well as a body/torso up/down movement/bounce
    - toe bends/ball of foot use *or* a troll may "slap" it's feet *or* whatever you're imagination likes
    - shoulder rotation within the swing of the arm movements
    - head through neck bobble per step
    - upper back shimmies(slight bounces) grouped with line above.

Joseph, what has been giving you the most trouble in creating a walk cycle that you would see as acceptable for yourself ?
