A really dumb question

Hello everyone,
This is going to be a really stupid question, but I just want to confirm it before I do anything!
If I want to make a game for XBOX LIVE ARCADE, the Torque program I would need would be Torque X, right?
If so,
If I then wanted to perhaps release the game on DVD format for the XBOX 360, would Torque X allow me to do that?
And one more thing,
I would obviously need to have a developer license from microsoft to produce a game on their platforms, roughly how much would it cost me to get all the licenses I would need to just get a game on XBLA? And what licenses would I need?
