Licensing Question TorqueX 3D / Gamedev news

Hi,
just saw at http://www.gamedev.net/community/forums/topic.asp?topic_id=508463 that TX 3D will be available on october first for the price of 250$.
Will there be any upgrade possibilities for current TX Pro owners? Or do we have to pay again the full price? Also, is this mainly just the release of TX Builder 3D and some bugfixes to TorqueX, or is it really the Builder 3D, bugfixes plus Softimage XSI Mod Tool Pro together?
