It seams when you take damage in the water, it is constant after that.
I had changed my water damage to 10% at 2 seconds. Once you hit the water, you get that damage till you exit the play mode. Even with new lives.
So I run your demo. Sure enouph, after you die in the water, you die at respawn. : (
Did not seam to happen with drill damage.

Its also interesting to watch the drill hit an enemy turn trigger which seams to disable them. You can then watch the drill go past it, bounce off the mushroom and see it go flying off screen.

I have helped fixed it. It was a problem with the 1.7.3 build. There might be a hotfix coming, but I am no GG employee ;)
