Need graphics card advice Microsoft.Xna.Framework.NoSuitableGrap

I installed Torque X Platformer Starter Kit on an older PC in hopes of geting my boys interested in game development. Unfortunatly, the graphics card on their Dell is not good enougth to run the demo. My question is can you guys reccomend an inexpensive card I can upgrad with? Or at if not please tell me the min requirements of a graphics card to develop on.

Here is the error I get.

Exception Type: Microsoft.Xna.Framework.NoSuitableGraphicsDeviceException

Message:
Could not find a Direct3D device that has a Direct3D9-level driver and supports pixel shader 1.1 or greater.

Anything AGP, that is a GeForce Ti4600 or higher should work. ATI Radeon 9800 Pro or X800, or a GeForce FX or higher would do. The pixel shader requirement is key and if you can research a few cards online at NewEgg or something, you should be able to find what you need.
