Shape animation/ Morph System now in DTS - create Patch

I was look on the forum for information on shape animation and i seen this forum http://www.garagegames.com/mg/forums/result.thread.php?qt=33122

What i was wondering is why they didn't keep this in TGE 1.4 or 1.5? and is their away that they could put this in TGEA 1.02 or 1.03?
