Trouble connecting to the TSE CVS

I'm using version 1.8.3
I was unable to get wincvs to work so I've been trying tortoise.
my cvsroot is below:
CVSROOT=:pserver:aukee@cvs.garagegames.com:/cvs/tse
This is using a compression level of 3.
Everything else is set to default.
This is the Error i Get:

connect to cvs.garagegames.com:2401 failed: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
Error, CVS operation failed
----
Any help or thoughts you guys might have would be appreciated.
