Fresh install of windows and TT wont run

I've downloaded the latest vid drivers and audio drivers and neither the demo or the purchased version function. I've downloaded the 1.1 version from the my account and reinstalled with the same result. I also put in a new video card that is a different brand and the same result is occuring.

Anyone have any other suggestions besides the drivers and TT 1.1?
Any help would be appreciated. TT
