Manly i'm posting this to see if its just me.
Load a new mission... Dosn't matter what. Set your terrain square size to any multiple of two lower than 8. (4,2)
Apply a texture to your terrain using the add material in the texture editor. Switch to Terrain Painter.
Paint with a new or other texture.
The resuilts should be:
The new painted texture does not appear as you paint, furthermore, it will only appear at certain distances, but in a broken blocky state, Such as squares missing (from where it tiles). On saving mission and reloading, the texture now appears... but continuing to paint the terrain results in the same issues as above.
I have a video i will compress and upload to illustrate what i am talking about.

Does bring up a question however. Is there a way to adjust where that green box appears? (I'm guessing it shows where the terrain or image is in one "Tile" if set not to tile).
Or, is there a way to adjust where a hight map image is registered as center in that green area.
Problem is, I'm porting over my terrains hight map image from 1.4 to 1.5 and a new square size of 2. But, i cant seem to adjust where the image centers in the terrain editor.
Thanks for your help.

I'm interested to know this too - how to adjust the position of the green area, at the moment when selectecting a square size of 2 the green area ends up outside the mission area, would be nice to have it inside...or am i right in thinking it is the mission area that should be moved instead?

Timlon - You are correct, it's the mission area that needs to move, that's the green square.

When you have "tile" on you can paint textures. When its off you cant i guess its a bug.
