Application failed to start

Has anyone encountered the following error?

This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem

It occurs whenever I try to run our game , or even the clean TSE_Debug.EXE for the terrain_water_demo.
I have this project on a thumb drive and can take it to a different computer and it will run fine.
Does this have something to do with the video card on this machine? Or is it something different?
