How the heck do you make mods?

I really want to create my own map and allow the use of codes to unlock the different vehicle types. How do you do it?

It wouldn't hurt to do a search before hand. I believe there's something called Mod Wizard. That will help you get started. I think it's on the Think Tanks site.
