Light Recoil doesn't work

I need help!!!!!!!! Recoil animation don't actually blend over run.
This what I did;
I set up running animation as both arms lowered, and I keyframed every single bones
then, I set up recoil animation with both arms raised, I keyframed only bones from hip all the way to the head, including fingers and arms.
When I export I set the runing to cyclic and the light recoil to Blend. I set the priority of running to 0 and priority of light recoil to 10
WHen I play in TGE, when I press fire while running, the run animation plays (with gun pointing down) while only the back bone from light recoil animation plays. so basically, while running, my character is shooting down. While on Root (where the gun points straight) it fires straight.
..... what possibly could 've gone wrong in my exporting/armature keyframing setting?
does anyone know how to set up animation so that weapon only up when the fire is trigerred?
