This might be different for commercial license holders than for indie license holders, so I cannot say for sure.
Your profile doesnt show up as SDK license holder either.
If I were you, I would write to GG directly instead of posting here to clear up your permissions and license holder rights.

Edit
Commercial license requires:
"Purchase requires ownership of Torque Shader Engine Indie Early Adopter EA. "
TSE indie requires:
"Purchase requires ownership of Torque Game Engine SDK "Indie" License. "
(From the product pages). So it seems that you cannot be a commercial license holder without having TGE also, unless your commercial license is some special agreement with GG

You cannot (to my knowledge) buy TSE without being a TGE license holder. This might be different for commercial license holders than for indie license holders, so I cannot say for sure.

@ Roshan I would encourage you to contact Garage Game directly or better yet, pay the $100 for the TGE Indie license.
I have noticed lots of your questions illustrate that you are not experienced with this game engine; I would think paying the extra cost to get the access would be beneficial to your development

Well he is post here in the Private forum so we must presume he already worked out a deal with GG. @ Roshan I would encourage you to contact Garage Game directly or better yet, pay the $100 for the TGE Indie license.
