TSE & feb.2006 SDK Help

I've downloaded the DirectX SDK for Feb.2006 and I can't find the DirectX Properties Box
To set up the debug libs in the control panel:
Go to the Direct3D tab in the DirectX Properties dialog.
Set your Debug Output Level to the 3rd, 4th or 5th notch.
Set the Debug/Retail D3D Runtime (upper right corner) to "Use Debug Version of Direct3D".
as it shown on the picture. I cant find the DirecX Properties. I've looked every where
searched the forums for information, but didn't find anything. Can someone help me to find the DirectX Properties Box.

Where is the Direct 3d tab that says use debug version of Direct3d

Oh wait, you need to goto the Control Panel, and you should see a DirectX icon there which is what you'd want. DxDiag is just for information about DirectX drivers/etc that are installed

First I went into My Computer, then Program files, then Feb.2006 SDK, then Samples, then C++, then Direct3d,and then Bin, Iclicked on all the DirectX icon but none of them look like the picture or say directx properties.

What is the name of the icon I'm supposed to click on or where do I go and how do I get there.

Start, Settings, Control Panel... or My computer, then Control Panel
