Atlas Texture Terrains

I am missing this concept.
L3DT has the ability to generate a higher resolution texture for a heightfield. If I want to use an 8192x8192 texture over a 1024x1024 map, is it possible? The only way I can get an 8192 texture to compile is to say that its size *IS* 8192, I don't seem to have the ability to say that its higher rez for a 1024.
Is this related to Tree Depth? I read to use the same tree depth in CHU and TQT generation.
I've been tinkering all week, don't have this nailed down yet. Great looking terrains, with blocky textures - no good.
