Video Card - Which is the best option?

You'll have trouble finding people who will agree to which is a better card manufacturer. I'm a hard core Nvidia lover. I've always had better luck with Nvidia cards and I've seen better graphics come from an AMD/Nvidia setup than any ATI setup. You will easily find many who'll say the complete opposite however.

The Radeon 9600 is what I have recommended across the board to my friends and family who were looking for a good gaming/development card but didn't want to pay top dollar for it. They have *all* been very happy with it.
If it helps, Ben Garney, who is working on the new Atlas terrain engine for TSE (Torque Shader Engine), works on his Radeon 9600 Mobility every day.

The Radeon 9600 is a very fast and reliable Shader Model 2.0 card. It is capable of playing all of the currently released games (some of the newer ones with the settings turned down a bit). The nVidia equivalents (GeForce FX 5200 and 5600) are really slow, unreliable, and usually quite loud. You have to get up to a GeForce FX 6600 to be really competitive with a Radeon 9600 (the GeForce FX 6200 is slower than a Radeon 9600 and the GeForce FX 6600 is slightly faster).The Radeon 9600 is what I have recommended across the board to my friends and family who were looking for a good gaming/development card but didn't want to pay top dollar for it. On the link you posted there is one XT for $75.99. It's not $60, yeah, but for me it's the best solution in this price-range.
