Developing tools (non-game programs) for Torque games

Hi,

When using Torque to develop a game under the Indie License, would it be allowed to developing supporting products using Torque (tools like a level editor, or a seperate master server for multiplayer games)? Or would that require purchasing the commercial license?

I'm thinking about using parts of Torque to develop the master server of a Torque-enabled game, but I'm not sure if that's allowed or not since a master server is not a game as described in the indie license agreement (although it could be seen as part of the game). Especially if that master server is not only used internally, but also distributed to clients (or to fellow Torque SDK Owners with source code for them to use).

I'd be glad if someone could shed some light on this issue. Thanks in advance.
