Multilingual support

Hola Amigos:
My project has both a Latin American theme and target audience. My question is, what would be the least difficult way of implementing different language versions? I suspect using text string in an array might be one way of achieving this, but might involve more coding than simply tranlating all the text in the .cs files.
It might seem a bit premature to be asking this question, but the bilingual nature of the project is essential to both my prospective financial backing and marketing strategies.
