I just did this myself maybe two weeks ago because someone else came through with the same question. If you follow the instructions you'll get it.
Read this:

It explains how to read and follow directions.

Yes, you're not following the instructions exactly.https://github.com/GarageGames/Torque3D

@Daniel - That forum comment I linked has the exact step-by-step instructions for using the zipped binary package.

Right, but it's for 3.5.1. The 3.6.1 zip files are different! And I was putting that there to ensure he's downloading the 3.6.1 package we think he is.

Did you guys change the process? If so, documentation is crucial. Make it so!

Good point. On my list for 3.6.2!

Perhaps a quick update to the GitHub landing page is in order - "Complete Torque 3D 3.6.1 zip package" is now inaccurate and "compiled versions of the templates" is misleading.

Yeah, I think the 32 and 64 bit executables should have been in that .zip with the rest of it. Breaking it up isn't saving that much space (just include T3D_x86.exe/.dll and T3D_x64.exe/.dll) and making people download multiple files isn't generally cool either - too many miss them.Perhaps a quick update to the GitHub landing page is in order - "Complete Torque 3D 3.6.1 zip package" is now inaccurate and "compiled versions of the templates" is misleading.

I have done this ...
uploaded Torque3D-3.6.1.zip (there was no executable file or project manager)
uploaded Torque3D-3.6.1-Win32.zip (there are only executable file)
uploaded T3DProjectManager-2-1.zip (there is only a project manager)
then ...
unpacked Torque3D-3.6.1.zip
put it in the root folder, project manager from the archive T3DProjectManager-2-1.zip
and put it in a folder (Torque3D-3.6.1 Templates Empty game) and (Torque3D-3.6.1 Templates Full game) from the archive Torque3D-3.6.1-Win32.zip executable files and renamed them as called template folder
then ...
launched Project Manager.exe
Press (New Project) / blank / create
create a successful
folder (the name of my project / game) was created executable file names as well as the name of my project, I run it, and it works.
the question is, I have something broke or did not see something out there?
I ask 'cause I'm not sure correctly solved the problem, or I was just lucky guessing, but then break down, due to the fact that I did everything in the blind, and that would be someone explained to me that I was at ease in the future date ...

I obviously faced with this dilemma, too, and seems to understand how to solve, I tried it and it seems that it helped, but I was very concerned the idea that in fact it is only an illusion, and i will do something crooked, and is then in a future date creates a lot of problems because of this, I decided to play it safe and ask a question ...I have done this ...

This page may make it somewhat clearer. I'd forgotten that previous full zips included the project manger and script docs, though. Next release we will resume bundling the PM with the engine somehow. The script docs are hopefully going to be auto-generated by our CI server, so we won't include them.

I just want to draw attention to the fact that if someone tries to come into the community, he would never guess how correctly make this puzzle of the files because the files themselves, not enough so that they worked. Newbie look around, will not understand and will pass by, it does not add to the interest of users, to the community, and does not give new talents in the future date.

yes it says what files to be uploaded, but I want to highlight the problem that for people like me, it is not sufficient to know what need to download, in addition to this, still need the details of how and where to put and elucidation of what it should be is exactly there :)) I'm sorry that my ignorance creates a lot of trouble. So I followed the instructions labeled "Quick start" on the wiki's "What to download" page, and now i have a Project manager that lets me make an exact copy of the "full template" in another folder on my HDD. So what do I do with it? Where is the fabled "Toolbox" program with the World Editor and GUI Editor???

The Toolbox was part of the older commercial releases. Due to licensing issues we were not able to make that part of the MIT codebase when we released it. The Project Manager was created as a replacement for the Toolbox and the Steering Committee has also added support for CMake.

This product is a Joke. I'll go with Unity3d. Thanks anyway.
