Move project manager projects.xml into T3D repo?

Since the projects.xml file defines what module options are available, wouldn't it be more appropriate to store this file in the engine repo, since that's where new modules are actually added? What modules are available depends on the engine version, not the project manager version.

obviously there will be some interdependency, but I think this change at least is reasonable.

Yeah, it makes sense to me. That way you just keep it up with the engine and you don't have to remember to update the project manager.

Lo and behold. We'll probably make this change in 3.7/2.2.
