Is TGE available?

Hello people , I hope youre all doing well ,
I just installed a c++ compiler that came with c++ for dummies ->:)<-
a GNU from 2002 also the IDE (RHIDE) from the same CD . I , being a dummy , like it but , one question is is it likely or not to be sufficient for working with the TGE source code ?
And , does anyone of you know if the TGE source code can be acquired . I think that I have read on these forums that it can be used for learning and evaluation but no longer liscenced . Am I mistaken ?
