What are those two kinds of textures when creating a terrain material? Also, can't we have speculars on terrains?

Nope, no speculars on terrains.
This was a performance-decision made in the early days of the engine. (Basically Parallax were prioritized over speculars)

I have a workaround to have specular (locally) on terrain; Create transparent decals or decal-roads with specular on or with specular maps. You can apply this for example on a part of your terrain where is has to appear wet.
