Can Torque X 3D still be purchased?

Looking to purchase this software. I understand it is not "supported" but the page still says you can purchase a license but I see no way of doing that. Also, I can go into My Products and download what appears to be Torque X 3.1.5 for Creators Club and there is an associated Product Key but I never went through and purchased this product.

Does that grant permit me from making profit/non-profit games with the files I just downloaded?

You would be tied to the EULA that goes along with that product, I honestly can't remember what it is off the top of my head. What I do know is using that version isn't really feasible as it was built on an older version of XNA, 3.15 I think.
