Torque 2D will not open

I recently upgraded my laptop from windows vista to 7, and I am having an issue when I try to install Torque Game Builder. when I try to open the program, the mouse cursor plays the loading animation as if it is doing something, but then the program never loads. I have never had this issue before with TGB and I am not sure whats causing it. I've tried reinstalling and reformatting the hard drive but the same thing keeps happening. I can't get it to open at all. I am not sure what is going on here but any help or advice on this issue is appreciated.

Couple things to try:

First do you have the latest video drivers installed?

If you do, then try launching TGB by right-clicking on the shortcut and selecting "Run as Administrator"if that still doesn't work, uninstall and re-install. This time on the re-install, use "Run as administrator" on the install file.
