Read the documentation on setting it up. Update DirectX and GPU drivers.

You can find links to all the docs on the T3D doc landing page. There you'll see links to docs that cover setup. The problem you are experiencing is you need to update your DirectX runtimes and Video drivers as Steve mentioned.
