Can't install application - specifies a minimum OS version of 4.3

Because Mountain Lion is not working with iT2D right now I added a new partition to our college's Mac Mini and installed Snow Leopard with XCode 3.2 (iOS 4.2)
However doing a test build on both a 4.2 iPod and a 3.1.3 iPod it comes up with the same error.
I've read numerous threads on the net now all showing me how to change the iOS Deployment target and I've done that but still this error comes up for both devices.
What do I need to change to make this work? Perhaps if I knew how to access the info.plist I might be able to change it there.
How do I fix this?
