Weird issues with quotation marks

Hi,
Whenever I look at my resource, instead of seeing proper quotation marks, I find this in their place: �
It is really annoying and confusing. Could you please fix it? Even when I replace it with quotations, it changes back.

Well, my keyboard is an Apple Wireless keyboard which is definitely from the U.S.

It can also depend on language settings in your OS. I know that a lot of UTF characters have problems when posting. I think Word's default encoding is UTF-8 for most languages. I know that I used to have the problem intermittently when I had Japanese enabled, even if I wasn't making use of it at the time.

It also happens with hyphens.
