Decal problem

I'm trying to add some decals finally and the only way they seem to work is if I have a normal map in the material too. Is that...uh normal?

I'm placing them in a cave structure that has a separate collision mesh.
I'd rather not have to have an additional normal map but that seems to be the only way to get them to show up.
