2d surface water (like Crimson Steam Pirates)

Hi there,
Just looking for a little advice. I'm working on a 2D game and presently have just a plain blue tile for the water. I then discovered this little video:

If you watch a few seconds in, you'll see some pictures of the water and what appears to be random waves placed across it.
Any suggestions how this may have been achieved?

I'd bet on some sort of particle system that distributes transparent 'wave crest' images across the ocean. Each of these wave crests could be given a random orientation and velocity, and just fade out in a small amount of time. I'm not too familiar with T2D's capabilities in terms of particles, but it doesn't look too difficult.
