OS: Windows XP SP3/Vista/Windows 7
Processor: 1.7 GHz Processor or better
Memory: WinXP - 1GB RAM/WinVista, Win7 2GB RAM
Graphics: Graphics: DirectX 9.0c Shader 3.0 supported, Nvidia 6800 or 7300 or better, ATI Radeon X1300 or better
DirectX: 9.0c
Hard Drive: 4 Gb free disk space
Other Requirements: Nvidia (AGEIA) PhysX
with that posted, Steve has it pretty much said, "more expensive = better" but if you really dont want to spend a fortune on a computer, just look for something with a Intel Core i5 or i7 processor, 4-8+ GB of RAM, and a Nvidia graphics card. I recommend something in the 400 or 500 series. something with this hardware inside should last you a few years before you need to upgrade. also dont get XP, you'll bottleneck the RAM, so make sure you get Windows 7 64-bit ;)

Me - I use a Macbook Pro, with a Quad Core i7, 8GB RAM, and a 256gb SSD (and a second internal 750GB hd). It has an hd6750m with 1GB. I find it a very capable machine for development. ( I use both OSX and Windows7x64 on it).

I'd go with Windows 7(x64) over XP. If you're going to be compiling or doing 3d work a lot, get as many cores and as much RAM as you can. Things are working fine for me with a Core 2 Duo at 2.4GHz and a GTX460. And I second the 64-bit Win7 recommendation.

Having said that, it's not necessary to have something that costs a fortune and has the power of Hal9000.
In a recent "post your specs" thread it turned out I had the worst PC of any poster, but I find my box works fine. I've got a basic Core2, 2 gig Ram (very low these days), and a 512mb Nvidia GTS250. I have to lower my settings a little to get Chinatown to run smoothly, but my system is 4-5 years old now. So frankly, anything better or more modern than that.
I'd suggest going for Nvidia over Ati due to the built in PhysX hardware.
No such thing, drivers update frequently and you should ALWAYS use the latest driver. Same goes with updating directX.
Win7 is much nicer than XP ... can you even buy XP anymore?
