hmm I thought there was an installer that just installed it into the right MAX directory.

I went
HERE
and downloaded, "OpenCOLLADA_3ds_Max_1.3.1_x86.msi" because I have a 32bit system. I ran he installer and followed the steps. Restarted 3ds Max, it should be there in File->Export->OpenCollada.
