Easy Go-Cart game

I'm looking for a 3d engine that can easily be used to develop a go-cart game. Ideally the engine would have some widgets that can be used to do the following:
1. generate a graphic user input panel that the input values such as speed, acceleration can then be fed into the 3d engine to decide the cart position.
2. The parameters of the cart's current position can be captured and used for displaying.
3. a go-cart model is available to be loaded into scene and it can be customized to personal taste, such as color and size.
4. easily generated terrain that have readily made trees and grass to be added.
To what extent that Torque3D can meet the above goals?

Anyway onto my question, I am planning on spending the next 3-6 months creating my platform game. I have decided that I might as well try marketing it after it has been created. I know this is quite a bit of work, I just wanted to know what legal issues and the like there are:

Hey all, I know this is probably in the wrong forum by the way but it seemed the most relevent. I have recently just purchased Torque 2D. I have had an idea for a platform game for about a year now and after playing with Allegro I have realised I want to design the game not the engine. I do enjoy programming, but would rather script AI and stuff like that. Actually oping to mod the Torque engine for my needs.Anyway onto my question, I am planning on spending the next 3-6 months creating my platform game. I have decided that I might as well try marketing it after it has been created. I know this is quite a bit of work, I just wanted to know what legal issues and the like there are:

IANAL (I am NOT a lawyer) but the use of console mods are 'iffy' at best.
Microsoft will disable your account if they detect you using modified hardware. And, if you try to go around Microsoft and market your game directly to other people with modified 360s, they will unleash their lawyers.
On the bright side, Microsoft provides lots of legal ways for indies to develop for the 360. Check out this site ( http://create.msdn.com/en-US/ ).
But, if this is your first game, I would recommend skipping the console to begin with. Plug a wired 360 controller into your PC and develop a kick-ass game on it. Once you've finished, you can port it to the 360 legally.
