Do you have Vsync turned on?

Vsync and AA are disabled.
this is a vanilla T3D1.1F also

@Chris - I can send the level file if needed.
this can even be seen (all though not as obvious) by adding a water block into the empty room and raising it just above ground plane level.

Yeah, but that looks kinda cool....

it's almost a haloing of the models that shows up when over a water object. If I can figure out what's causing it then I might be able to turn it into a feature for future use

Oh, wait - in front of water? I've seen that in tons of games - DDO right off the top of my head. Doesn't look exactly like that, but often there is a shimmer or a wavery distortion around objects in front of water. Gotta be something to do with shaders used to create that cool, rippley, reflect-y water surface....

except it doesn't distort and it's not on the water. I don't know much about shaders so can not speak intelligently about them, yet.

also seeing this when just dropping a water object into the empty room.

Greg M: I finally had a chance to the test the sample level you sent me with 1.2 and I'm getting the same results. I've gone ahead and logged this issue under THREED-2602.
