Toolset in "shipped" games

Hello,
I've read through the EULA, but I didn't find what I'm looking for.
Are you required to remove the toolset (World Editor, GUI Editor, etc) from games you release to the public? I want to plan accordingly and I don't want to distribute something I shouldn't.

The logic is simple, modding ok, any other purpose, buy Torque.

This has been mentioned a couple of times since the new ownership. It changed back to the old days shchema: you can include the tools as long as you limit your players to mod your game, not allowing them to create entirely new games.The logic is simple, modding ok, any other purpose, buy Torque.

You would have to include any toolset manually.
This does not mean the actual world editor that comes with Torque, but your own tools which you have to develop.
It should not be possible to create complete new games with the tools you deliver with your games, but only to modify those games.
That means if the player can not make any full conversion mod a la Max Payne StarWars mod then it should be fine.
