Distance blurring and Light exclude/include

Hi guys,
As the title mentioned, is there some kind of way that we can make distant objects be blurred like the dof thing?
And is it possible in torque to exclude an object so it wont be affected by a specific light? e.g. a special light for a player to just cast shadows. Anyways, we are using Torque 1.01 and Purelight.
