TDN - Uploading Images

I'm writing a tutorial on TDN and I want to upload files to the wiki. I assumed that I would just need to click on "Upload File" under "Toolbox". When I do that, I get the error message "<uploaddisabled_nopermissions>". Am I doing something wrong, is this an oversight, or do we need to link to images outside of TDN?

You'll need to link to files and images outside of TDN. The site was compromised a while back and our OPs team brought TDN down completely. When I had them bring it back up, they disabled all file uploading since that's how we were compromised. We got TDN back, but file uploading is disabled completely.
