[Need help] Can't run dedicated server on Windows 2003 Server

Dear all,
I would like to host the dedicated server on my Windows 2003 server, I remote login the server with "mstsc" and run as
However, it popups an error saying:
"Unable to load game directory: D:VS2afxdemo.dll. Please make sure it exists and latest directx is installed." I have installed the 2010 June DirectX already.
However, I run the same code on my windows 7 64 bit system, it can runs well.
Is the dll be the problem?
