Issue:
ParticleEmitters have an active setting ... but as this function isn't exposed to script as a console function it can't be turned on/off in-game via script, thus not making the "active" variable terribly useful beyond hiding the emitter in the editor.

Suggest - give it a console function like setEmitterDatablock() and other useful in-game functions have.
