Torque in a multi-user lab enviroment?

I am trying to setup a lab for a professor and I was just given this software and 10 product keys. I was able to install the software and license on a Windows 7 computer. The problem now is that it prompts for the license key with any other user that logs in to the computer evern if they are another administrator besides the one that it was installed with. The more I read the more it sounds like the per seat license the professor bought is also only per user. Is that true? I have run into programs like this the past and it is a matter of centralizing the answer file(license) or setting permissions so that all users can access license. Can this be done with this program?
