Those are the only suggestions I can really provide without having much information to go on.

You may want to check the event logs to see if anything is logged in there that may pertain to the crash. Right click on My Computer (or just computer depending on your OS) and then select "Manage" from the menu. Once that program load you will see "Event Viewer". Expand that and look at the logs there. Also, you may want to try running it as administrator if you're on a restricted account/profile. Right click on the executable and select "Run as Administrator" from the menu. Those are the only suggestions I can really provide without having much information to go on.

no the error message said if I would like to send an error message, only info will be collected for that purpose. Something like that. Nothing really helpfull.
After doing what James said, the event viewer said it was a .net 2.0 error. Thats strange. TX2D builder will load an run. Should I reinstall the .net 2.0 framework or go with the newer version?
Running on:
AMD 3400+ 2.19Ghz
512 MB RAM
Windows XP Home Edition Version 2002 SP 2
Direct X 9.0c
XNA 3.1

I would go to Windows Update to make sure you are current on everything. It looks like you are quite a way back considering SP3 has been out for a while and .NET 3.5 has been out for a while too.
Click on your start button, then all programs, and finally windows update (near the top).

Yeah, some features of TX3D require .NET framework 3.5 anyway, so it would be a good idea to go with the latest version of .NET framework.

There were no errors during the initial install. When the icon is clicked, I get a message window asking "Do you want to allow this program to make changes to this computer?". Immediately after clicking Yes, I get the error message "TorqueXBuilder3d has stopped working." using the "Run As Administrator" option has no effect.
The event log show the following information after a failed run attempt:

I too am having the same issue. I'm running Windows 7 Home Premium 64 bit (all patches installed) I also have VS 2008 Pro and VS 2010 C# express and XNA 3.1 installed. Everything else is working fine. My machine is an AMD Athlon II 630 Quad Core, 4 gig Ram, ATI Radeon. There were no errors during the initial install. When the icon is clicked, I get a message window asking "Do you want to allow this program to make changes to this computer?". Immediately after clicking Yes, I get the error message "TorqueXBuilder3d has stopped working." using the "Run As Administrator" option has no effect.

Well, this is embarrassing... XNA Studio was NOT installed. I had just finished rebuilding this machine and could have sworn I had installed it but no! Once the install was done, Torque X works great. Imagine that.

I had downloaded the 3.1.5 beta 2, didn't uninstall 3.1.4 and I had issues. This happened last year when we upgraded as well.

Yea the whole XNA/Torque etc cluster is well perplexing at times. I don't think that XNA is all that stable, so it's not just TX. I think you should at least remove all torqueX products every time you upgrade, sometimes you even have to refresh or reinstall XNA. It gets worse if you also have XNA 4.0 installed.I had downloaded the 3.1.5 beta 2, didn't uninstall 3.1.4 and I had issues. This happened last year when we upgraded as well.

I am having a similar issue but I've tried everything already mentioned and unfortunately I'm just getting the "this program is not responding" message. I can get 2D to work just not 3D
