Where/What is the ToolBox?

I can't find the Torque ToolBox anywhere. I'm not sure if I'm reading outdated documentations, but none of them tell me where I can find it or how to open it. I tried searching on Google, but that didn't help one bit. I have ShowTool Pro, but I don't know if that's similar or what....
