In need of some clarification w/ Torque X packages

This has probably already been answered somewhere I just couldn't find it, but I want to know what the difference between the TorqueX 3D and 2D are. From what I have gathered Torque X is a robust game engine with support for both 2D and 3D. So is the Editor the only difference between the 2 packages or does each package have a different set of libraries? If the Editor is the only difference is the 3D editor capable of creating 2D games with the same functionality as the 2D editor? If it is the libraries that differ does the 3D come with the 2D libraries or do I need to purchase both packages to develop 2D and 3D games?
