I probably will look like an idiot asking this question. But thats okay, because I am! I don't know anything about games actually. I am planning to purchase TGEA before going into design school to practice.
I have a question please watch this video.

did you see how it looks! How the hell did naughty dog make a game that looks that good?
Is it the lighting HDR, Bloom etc how did they achieve that look? Is that a specific art style? If so what is it? Did they use PS3 only features if so what? Also, can you develop for PS3 on this engine?
They also have manipulated objects while player is on them. Ex, you jump off a pole land on a roof and it brakes.
If you don't want to watch all videos, watch the last video.. in 720P
:)
Thank you. And hope you leave behind all your endeavors.

But I wanted to know how did they achieve this look? What kind of textures, lighting did they do.

Can you be more specific? What do you mean, "What kind of textures, lighting did they do?" They definitely used high-res textures that took a lot of time and work, and lighting was done with someone who understood how lighting works in real life and was able to duplicate the effects in the game.

2. Really good lighting shaders
3. Anisotropic/trilinear texture filtering

Thanks guys. I found a huge article where Naughty Dog explained how the whole series was made. What they did, how they tackled each issue etc etc.Among Friends: How Naughty Dog Built Uncharted 2 @Eurogamer.net

What you see in the videos can be done with most engines, but certainly with each it requires lots and lots of work.
