Weird GUI Glitch...

Whenever I open constructor, it loads with a weird black bar taking up about 30px or so at the bottom of the window.
The problem is that, although the buttons are rendered higher on the screen due to the black bar, the area where you click is still in the place it should be, so anywhere you click registers as being clicked 30px above where it should be. This is incredibly annoying. Does anyone have any idea how to fix this? I am running constructor on Vista Home Premium, and all other Torque applications show up fine.
