Missing File when running BUILD : BUILD SOLUTION

I've just started with torque X 3D demo version so I can evaluate whether it's for me. It's been very slow going getting it up and running, which still hasn't happened yet after two days.
At this point that I'm stuck is start up of a new project. i ran Microsoft Visual C# Express Edition and chose on the TXB template (although there are discrepancies in the directions and actuals). First discrepancy TXB launcher does not appear in Windows List of programs, so I had to hunt for it. Then I had to hunt for Visual C#, no ones fault but not an obvious thing either. Finally missing are the exact names of the files as listed in the tutorial, which is fine, I proceed but here is where I get stopped.
: Unable to read the project file 'Content.contentproj'.
the imported project "C:Program Files (x86(MSBuildMicrosoftXNA Game Studiov3.1Microsoft.Xna.GameStudio.ContentPipeline.targets' was not found. Confirm that the path in the <Import> declaration is correct. and that the file exists on disk.
