Terrain painting problem

For some reason or other that i cannot fathom i'm unable to paint anything onto the terrain of one particular mission, i can do it everywhere else, except this one mission.

Does anybody know what can cause this, and obviously tell me how i might fix it?

edit: i cannot do anthing that requires a brush operation, that includes terrain height adjust ments too
